Quality Control & Certifications

Quality control for asphalt and bitumen equipment should be based on approved technical specifications, defined inspection procedures, documented test results, and agreed acceptance criteria. From material verification and fabrication to assembly, functional testing, and pre-shipment inspection, each stage should follow the requirements applicable to the equipment and project.

Quality Control Workflow

Technical Review Before Production

Specification verification: Review approved drawings, equipment configuration, materials, operating conditions, and project requirements before manufacturing begins.
Design and change control: Document approved changes affecting dimensions, interfaces, components, or control functions.
Inspection planning: Define inspection stages, acceptance criteria, required records, and buyer or third-party witness points.

Material and Fabrication Inspection

Material verification: Check material grades, dimensions, identification, and available mill test certificates against purchase and design requirements.
Welding and fabrication: Inspect weld appearance, structural dimensions, piping connections, and assembly interfaces against approved drawings.
Specified NDT: Apply appropriate non-destructive testing methods, such as PT, MT, UT, or RT, where required by the design, contract, or applicable code.

Assembly and Final Inspection

Mechanical and electrical checks: Inspect alignment, drives, pumps, wiring, instrumentation, piping connections, and installed components.
Functional verification: Check control sequences, alarms, emergency stops, safety interlocks, and operating modes as applicable.
Nonconformity resolution: Record defects, document corrective actions, and complete required re-inspection before release.

Equipment-Specific Quality Inspection

Equipment

Key Inspection Points

Acceptance Basis

Asphalt Plant

Aggregate feeders, conveyors, drying drum, burner, screens, weighing systems, mixer, and controls

Approved configuration, specified capacity, calibration criteria, functional test results, and applicable project requirements

Bitumen Tank

Tank shell, welds, nozzles, insulation, heating system, temperature controls, and safety devices

Approved design, material requirements, applicable tank or pressure-equipment code, and specified leak or pressure tests

Asphalt Distributor

Tank, bitumen pump, heating system, spray bar, nozzles, and application-rate controls

Specified flow or application rate, spray distribution criteria, temperature requirements, and functional test results

Bitumen Emulsifier

Colloid mill, rotor-stator assembly, metering pumps, mixing system, heat exchangers, and controls

Approved process configuration, specified throughput, operating parameters, and agreed emulsion test results where required

Factory Acceptance Testing

Functional and Safety Checks

Mechanical operation: Check motors, pumps, drives, hydraulic systems, and other installed equipment within the agreed test scope.
Control system: Verify sensor readings, alarms, interlocks, operating modes, and automatic sequences against the approved control logic.
Heating and process functions: Check burner operation, heating controls, temperature readings, and process functions where included in the FAT.

FAT Procedure and Reporting

Agreed test plan: Define test items, operating conditions, acceptance thresholds, responsibilities, and witness arrangements before testing.
Recorded results: Document measured values, deviations, corrective actions, and final acceptance status.
Pre-shipment verification: Use FAT results to assess the equipment under the tested factory conditions. Site commissioning and performance under actual operating conditions remain separate activities.

Quality Documentation and Traceability

Quality records should correspond to the actual manufacturing and inspection scope of each order.

Document

Purpose

Material Certificates

Verify specified material grades and available traceability information

Dimensional Inspection Records

Record checked dimensions against approved drawings and tolerances

Welding and NDT Reports

Document applicable welding inspections and specified NDT results

Calibration Records

Verify the calibration status of relevant measuring and weighing instruments

FAT Report

Record agreed functional tests, results, deviations, and acceptance status

Electrical Documents

Provide applicable wiring diagrams, panel documentation, and control-system records

Operation and Maintenance Manuals

Support installation, operation, servicing, and spare-parts planning

Standards, Certifications, and Regulatory Compliance

Applicable standards depend on equipment design, intended use, operating conditions, and destination-market requirements.
Quality Management
ISO 9001: Where certified, verify the certificate holder, scope, validity, and certification body. ISO 9001 certification applies to a quality management system, not automatically to every product.
Project-specific quality requirements: Define inspection records, material documentation, testing scope, and acceptance criteria in the purchase specification or inspection and test plan.
Mechanical, Electrical, and Pressure Equipment Requirements
European market: Determine the applicable machinery, electrical, EMC, pressure-equipment, and other relevant legislation for the specific equipment. Machinery placed on the EU market from 20 January 2027 generally falls under Regulation (EU) 2023/1230, subject to its scope and transitional provisions.
Pressure equipment: Assess whether the equipment falls within the scope of applicable pressure-equipment legislation or codes. A conventional atmospheric storage tank should not automatically be classified as a pressure vessel.
Welding and inspection standards: Select the relevant welding quality, inspection method, and acceptance standards according to the design code and contractual requirements.
Standards Must Match the Inspection
Examples of standards that may be relevant to specific tasks include:
OIML R 76: Non-automatic weighing instruments, where applicable to the weighing equipment.
EN 14015: Certain site-built, vertical, cylindrical, flat-bottomed, above-ground welded steel storage tanks.
ASTM D244: Laboratory test methods and practices for emulsified asphalt properties.
ISO 5817: Quality levels for imperfections in fusion-welded steel, nickel, titanium, and their alloys, within its scope.
These standards are not interchangeable and do not constitute universal certification requirements for every asphalt or bitumen machine. Their applicability must be confirmed for the specific design and test.

Inspection and Test Plan (ITP) and Nonconformity Control

01/

Inspection Planning
Inspection stages: Identify material checks, fabrication inspections, assembly checks, functional tests, and final release inspections.
Hold and witness points: Define activities requiring buyer approval, inspection, or third-party witnessing before work proceeds.
Acceptance criteria: Reference approved drawings, technical specifications, applicable standards, and contractual requirements.

02/

Non-Conformance Reporting (NCR)
Defect identification: Record the nonconformity, affected component, inspection evidence, and applicable requirement.
Corrective action: Document disposition, root-cause analysis where appropriate, and approved rework or repair.
Re-inspection and closure: Verify the corrective action and retain the records required for final acceptance.
Third-party inspection by organizations such as SGS, Bureau Veritas, or TÜV can be arranged where agreed and available for the project. Their involvement should not be implied unless confirmed.
